Official facts need a versioned Source Card with a primary URL, fetch date, and human verifier. Community notes never become official requirements. Synthetic fixtures used in tests are labeled and are not live legal claims.

Directory pages (official hosts) are checked on the government site and dated. Visa-rule pages stay unpublished until a human-verified card replaces a fixture.
